Fielding Mellish（伍迪·艾伦 Woody Allen 饰）是一个产品测试公司的小职员，他喜欢上一个叫Nancy（露易丝·拉塞尔 Louise Lasser 饰）的女孩。Nancy热衷社会运动和民主革命，却对Mellish没什么兴趣。她去了一个叫San Marcos的国家参与了当地的革命，而为了追随心上人，Mellish也随之去了那里。他阴差阳错的加入了革命军，经过浴血奋战，革命终于成功。原来革命军的领袖却成为了新的独裁者，随即被推翻，Mellish被选举成为新的领袖，顿时威风八面。Mellish更作为国家领导出访美国，受到了隆重的接待。Nancy也十分倾慕这个革命领袖，想方设法接近他，却没料到此人竟是她之前甩掉的Mellish......Fielding Mellish (a consumer products tester) becomes infatuated with Nancy (a political activist). He attends demonstrations and tries in other ways to convince her that he is worthy of her love, but Nancy wants someone with greater leadership potential. Fielding runs off to San Marcos where he joins the rebels and eventually becomes President of the country. While on a trip to the states, he meets Nancy again and she falls for him now that he is a political leader.
