Plot Summary:Gleb Chumalov, a former factory worker, returns to a cement plant destroyed during the Civil War. The party entrusted him with a great job - to become the head of reconstruction work. Chumalov has to deal with the inertness of some demoralized unemployed, deserted workers, the bureaucracy of old and new officials of the Soviet apparatus, interruptions in obtaining the necessary money and materials for construction, and the vicious machinations of disguised enemies from among technical specialists. Gleb Chumalov, who gathers together a friendly team of party members and enthusiastic workers, manages to overcome all the obstacles - the cement plant become one of the operating enterprises of the young Soviet republic.
苏俄内战结束，格列布·楚马罗夫复员回家，目睹水泥厂因遭破坏而停工，工人们生活困苦，有的搞投机买卖，有的消沉堕落，他决心为恢复水泥厂而努力。州委会正式委派楚马罗夫任水泥厂党支部书记。为了尽快恢复水泥厂生产，楚马罗夫提出一些建议，采取了一些措施，却遭到官僚主义者的阻挠。他没有灰心，一面继续向上级打报告，一面深入到工人群众中去。工作终于开展起来了。在这过程中，白匪残余势力的破坏、官僚主义者和腐化堕落分子的干扰、清党工作中出现的偏差等又给恢复水泥厂的工作带来了困难；但是，党和工人们还是取得了胜利。
