中情局探员伊凡（Judge Reinhold，「比佛利山超级警探」）在拦截一份苏俄秘密实验档案时，因被奸人所害而失败，而且还害得夥伴被杀，自己从此潦倒不堪，流落欧洲；多年后秘密计画的一名参与者杰利（William Zabka）逃了出来，原来实验的目的，是要训练像杰瑞这样的脑波超能力者，使他们成为致命武器，但是杰瑞意外发现了秘密档案，并且发现自己被隐瞒著有个多年失散的妹妹，于是他决心要逃离实验室寻找妹妹，这动作同时引来了美国与俄国的双重追杀，美国为了捷足先登，不得以只好再找来伊凡，希望他能参与追捕计画，就在同时，伊凡发现当年拦截档案失败的原因，竟是因为夥伴中有个双面间谍，到底伊凡能否及时找到杰瑞，挽救自己的声望？杰瑞又是否能与妹妹重逢？
